I think the idea of “when you stop looking” is that you will start to invest in yourself and put yourself in a place where you improve, and therefore attract the type you are wanting by helping yourself. If you are already there because you haven’t focused on a relationship or put as much energy there, it makes sense that you should focus on your love life to bring it in.
